Allow a single promotion code for both order price and shipping cost Merged

There are scenarios that we must replace a client's order for free. Hence, we need a single promotion code that would zero-out the order amount as well as the shipping costs. The current system allows creating 2 promotion codes, however, only one promotion code is allowed during checkout.
