A customer facing site that offers free ground shipping doesn't have an efficient way to exclude products from this free ground shipping sitewide offer. Messing with the weights and non-integrated shipping methods is not a solution in this case because the weights need to be present to calculate the shipping.
This goes along the same lines as wanting to be able to offer a flat rate or free shipping for specific products.
