Add-On Shopping Cart Pricing options (independent of products, sales tax and shipping)

Demand for this feature has been increasing and we have recently been asked about how this feature could be quickly added to Pressero (June 2020).

In summary, this would allow for the creation of pricing components that are separate from the "normal" product sub-total (and sales tax and shipping).

At a minimum, this would allow for the creation of one or more Cart Pricing components that have configurable options for Name, Description (pop-up) and Simple Flat Rate Pricing.

For example, "Shipping and Handling - $10.00" or "Situational Surcharge - $5.00".

These could be a (1) single displayed option and price or (2) a simple drop down of choices and prices (with an option to make a choice required).

Additionally, it is anticipated that some simple conditional display rules would be beneficial... displaying the Shopping Cart Pricing only for certain user groups and/or if certain products are in the cart.
