When validating shipping methods based on address you should only use the 5-digit ZIP Code

We created a shipping method for local deliveries using ZIP Codes as the criteria. With the inclusion of the address verification, this becomes an issue.

If a user has an address with a ZIP Code of 17601-1245, it does not match the local delivery, as we only use the 5-digit ZIP Code.

I propose only using the 5-digit portion of a user's ZIP Code as the check for shipping methods using zones.
