Locked Shipping Locations but Open Billing Address Options

If you lock the locations that the user can pick, it currently locks both shipping and billing address pull-downs. We have a B2B site for a client who wants their users to select only the allowed shipping locations. However, this limits what billing addresses they can use, and some of the users have outside credit cards with different billing addresses that are not tied to the shipping location at all.....

so when they try to complete an order, the credit card payment rejects because they cannot put in a custom billing address to pay for their items.

It would be nice for the Locations feature to have an option that locks shipping option locations to the predefined locations list, but still leaves the option open for the user to add a billing address for their credit card to process and complete via Authorize.net.

    This is what we are thinking about implementing.

    Please review and let us know if this will work for you.

    Basically we will split the address book mode dropdown between Shipping address and Billing address. (see image)

    This is a desperate needs of ours too! We have 500 salons that can't adjust shipping address BUT need to enter billing addresses for personal business cards. I think sometimes it goes through but one of the salons contacted the CEO of the company about their issue!

    I have assigned the user accounts as "shared" so they can't update passwords but can add a billing (and unfortunately a shipping address) and put instructions on the checkout page but if a stylist COMPLETES the order before updating the billing address and then the gets the order declined, the order goes to pending, and because it's a shared site they get email notifications and can't do anything about the pending order because they can't even see it. And then of course can't delete it.
