Product Short Description to allow HTML codes

When the Product's Short Description is displayed in the Order's "Order Detail" document it shows the HTML codes instead of implementing them, like on the website.

For example, we can have an HTML download link in the Short Description that works well on the product's page, but if the product is ordered, inside the "Order Detail" the entire link with all HTML codes is displayed.
