Generate Order after ALL Items have Files Generated

For integrated systems there is a Webhook 'OrderItemFilesGenerated' that fires off after each line item has generated files. We are looking to have an additional webhook added 'ALLOrderItemFilesGenerated'. This would fire only after all line items have files generated, then release the entire order to the integrated system, including AWI. This would prevent failure of a large number of line items where only some of the files have been generated, but not all of them. This currently causes orders to fail entirely because only some line items have files, others do not
