Send Order Notifications to Custom Email or Shipping Recipient

Orders only go to the person submitting the order or a set group/person per notification.

I propose the option for the user to notify a different email per order when an order is placed and when tracking is ready.

Option 1: Notify the ship-to email address from the shipping address.

Option 2: User enters a custom email address at checkout
