Change the options of Save and Send to Save and Save and Send

When a purchase order is created, the user has two options, Save or Send - https://app.screencast.com/VDLbNybe9hL4K To be consistent with how this button used to work and other areas of PJM, it would be helpful to change the Send option to Save and Send.
